The TPPs – located in Aracaju (SE); Belém (PA); Cananéia (SP); Manaus (AM); Natal, RN); Santos (SP) and Vitória (ES) – were qualified in the PPI through Decrees nº 10,383/2020 and 10,442/2020, in addition to Cabedelo (already granted – auction on 01/28/21 and Contract signed on 04/29/2021 ). The studies were carried out through an exclusive Expression of Interest Procedure (PMI), in accordance with § 5 of art. 1st of Decree No. 8,428, of April 2, 2015. The PMI was opened on October 29, 2020, and had the participation of 6 groups, and, after the due selection process, the consortium formed by Terrafirma companies was authorized , LPC Latina, CPEA, Moyses&Pires, starting studies, on 01/27/21. The studies were completed by PMIsta on 04/09/21, having been approved by the responsible technical committee and improved for the purpose of sending the project extract to the Federal Audit Court, on 4/26/21, and making it available to civil society through Public Consultation, opened on 04/29/21, ending on 6/13/21. Information about PMI can be found here. The Public Hearings, in a hybrid format, took place on 2 and 7/6/21. The Cananeia TPP, opened in the 1970s and which plays an important role in the municipality's fishing, currently provides minimum infrastructure and basic inputs for the local fishing community. Project benefits The State of São Paulo has fifteen coastal cities along its 700km coastline, in which fishing activities are carried out at different intensities. Total fishing production in the State of São Paulo, from 2006 to 2011, varied between 64.5 thousand tons and 79.3 thousand tons. In the period observed, aquaculture production increased (from 21 thousand tons to 44 thousand tons annually), while marine-estuarine extractive fishing decreased (from 33 thousand tons to 22 thousand tons annually). According to the Fishing Activity Monitoring Program (PMAP), the volume currently landed is even smaller, the production of marine-estuarine extractive fishing in São Paulo was 13.5 thousand, 17.2 thousand and 15.3 thousand for the years 2017, 2018 and 2019, respectively. For the same period, artisanal fishing is responsible for approximately 44% of the volumes captured and more than 95% of the number of landings made. According to PMAP, Cananeia is a relevant city for fishing in the State of São Paulo, being the second location that receives the most fish from extractive fishing (after Santos/Guarujá). Between 2017 and 2019, approximately 2 thousand tons of fish were unloaded annually in Cananeia. Fishing activity in the city includes both the industrial and artisanal sectors, and is diverse in terms of vessel types and presence in different environments (river, estuarine, coastal marine and high-sea marine). In the city, there is no warehouse that supplies fuel (there is only one station in the region). The supply of fuel through the TPP was mapped as a relevant service for fishing in the region, bringing together in a single warehouse a list of services and minimum inputs necessary for the activity. Currently, fishermen need to make two or more stops to refit their boats (ice, diesel, water and ranch), and interviews even indicate that some vessels travel to Paraná to refuel. At the Cananeia TPP, there is no actual operation of the terminal, just the provision of minimum infrastructure for the activity and basic inputs. The activities of unloading, washing, selecting, weighing and shipping the fish are carried out by the shipowners themselves – and, in general, the entire process is carried out on the terminal pier itself, in a location exposed to the sun. The importance of regularizing and adapting the terminal to the conditions of environmental agencies is evident, as well as improving the management and operation of the TPP, allowing for the development and greater professionalization of fishing in the city.
