The Capacity Building for Economic Management Project will help build the Government capacity for economic policy formulation, and execution, including capacity building of the judicial, and financial systems, to facilitate private sector development. Project components aim at: 1) strengthening macroeconomic analysis, and policy formulation, through the provision of technical advice to the Department of State for Finance and Economic Affairs (DOSFEA) on economic, and social policies, oversee the economic planning design, participate in the preparation of the Poverty Reduction Strategy Paper, and expenditure reviews, and, promote consistent social, and economic policies, including assistance for budget implementation. To this end, reliable statistics are needed, based on a strengthened data collection on national accounts, employment, expenditure, and social aspects, factors which will be improved by building the Central Statistics Department's capacity, and upgrading statistical analysis to meet international standards; 2) strengthening public resource management, by restructuring the Central Revenue Department (CRD), to improve accountability, and management, and, by setting up a tax payers unit to control revenue collection. CRD's processes will be reengineered, computerization will improve tax assessments, while consulting services, and training will support the review of legal frameworks, public expenditure, and financial management; and, 3) facilitating private sector development, by building capacity, primarily on the legal, financial, and regulatory sectors.
