Description

Description

The original project is an investment project in the amount of USD 35 million, based on four integrated and mutually reinforcing components. Component 1 (Improve the management of public resources) will build government capacity to improve performance in core public financial management and human resources functions, while streamlining procedures and leveraging digital technologies to increase financial controls, make more informed policy decisions and publish reliable information on the use of public resources. Component 2 (Digitally transform public administration and service delivery) will establish the foundational enabling environment for digital government, including supporting necessary legal and regulatory reforms. It will also aim at improving access to public services by supporting digital platforms and specific sector use cases like civil registration and identification. Component 3 (Citizen Engagement, Implementation support, and monitoring and evaluation [M&E]) will finance project management, communication, and M&E. Component 4 support a Contingent emergency response. The proposed additional financing aims to enhance mineral sector governance through digital data management, regulatory strengthening, and international transparency initiatives. Key activities include designing and installing a digitized geological and mineral information system (GMIS) to monitor and disseminate sector statistics via a public web-portal. The project will also convert existing paper-based reports and geological maps into digital formats, and acquire new geological data from remote sensing and limited soil sampling. Non-intrusive geological techniques such as ground-based geophysics, light-scale geochemical sampling, structural mapping, and remote sensing will be employed to update topographical mapping. This comprehensive data will help the government identify high-priority areas, attract investors, and inform land-use planning. Legal and regulatory advice will support drafting regulations to implement the Mining Code approved in August 2024. These activities aim to improve the investment climate and enhance regulatory oversight. The project is closely aligned with the objectives of the FY21-FY25 Country Partnership Framework (CPF) for CAR, and the National Recovery and Peace Consolidation plan (RCPCA, 2017-2023) as well as the principles of the Sustainable Development Goals (SGDs), and the World Bank Fragility, Conflict and Violence (FCV) Strategy. The project will build on ongoing public sector reforms currently supported by the WBG, while promoting collaboration with relevant WBG programs, and partners.
