The Caribbean is one of the world’s most hazardous regions. The regional emergency response architecture has evolved considerably. Institutional actors such as Caribbean Disaster Emergency Management Agency (CDEMA) expanded and the Caribbean Civil Protection Mechanism in its expanded coordinating role and new national and regional response bodies - have emerged, and existing coordination frameworks have been revised or restructured. This makes it imperative for the UCPM to re-engage in the region, not only to validate its interoperability with local systems but also to actively support partners in preparing for emerging risks. Caribbean Coast 3 is a direct response to these changes and is built on a forward-looking understanding of the current disaster risk landscape.The project contributes to the general objectives of the UCPM by improving prevention, preparedness, and response to natural and man-made disasters through a realistic, multi-island full-scale exercise. It further aligns with the UCPM-2025-KAPP-EX call priorities, including: Enhancing the deployment readiness of modules and other response capacities; Improving Host Nation Support procedures and reception of international assistance based on the new EU HNS guidelines; Testing and strengthening coordination between civil protection and other relevant actors, including military and humanitarian responders; Incorporating EU-level tools such as CECIS, Copernicus EMS, ADAM, RAPID-N and Virtual OSOCC into the operational workflow of participating teams. Additionally, the project reflects the ambitions of the European Preparedness Union Strategy, which highlights the importance of proactive planning, integrated risk assessments, transboundary cooperation, and leveraging lessons learned from past crises. Caribbean Coast 3 also offers a unique opportunity to: Test transboundary cooperation between for instance the Caribbean part of the Dutch Kingdom, CDEMA and its member states, and other regional partners.
