The Town of Cave Creek, Arizona, which relies on the Colorado River for 95% of its water, is implementing a backup water supply plan in response to proposed major cuts in Colorado River water allocations. The plan involves water exchange agreements with nearby cities (Phoenix, Peoria, and Surprise) to access groundwater resources indirectly and an interconnect with Phoenix's water treatment system to provide treated water as a failsafe. Long-term solutions such as accessing the Harquahala aquifer, purchasing water rights, wastewater recycling, and desalination are being considered but are expensive and complicated.
