Description | CEF Technical Assistance to RailNetEurope 3 shall address the support RailNetEurope and the rail infrastructure managers in the establishment of a single European railway area, with a specific focus on the areas of rail capacity management and allocation as well as traffic, disruption and crisis management and performance review. The technical assistance shall cover the following work packages defined in more details below: » WP 1: Ongoing coordination and cooperation between RNE, rail IMs, including RFC bodies, European bodies and entities » WP2. Detailed specification and execution of a European transport market study covering passenger and freight transport » WP3. Further development and implementation of new approaches for rail capacity management and allocation » WP4. Specification for telematics applications and development of web applications supporting rail capacity management and allocation (DCM) » WP5. Specification for telematics applications and development of web application supporting European and domestic traffic (DTM) » WP6. Performance monitoring and management for rail infrastructure and transport services » WP7. Providing information on rail infrastructure and services in human- and machine-readable formats » WP8. Support to cross-border long-distance passenger rail pilot services and support to innovative cross-border freight services » WP9. Design, test and implement arrangements, including procedures, structures and tools, covering the scope of WP1 to WP8, for the coordination between IMs » WP10. Project management and Administration The Work Packages take into account recent market developments, progress within the rail sector on various related initiatives, notably in relation to digitalization, the sector-lead “Timetable Redesign for Smart Capacity Management” initiative, and the evolution of the relevant EU legislation, in particular regarding the use of railway infrastructure capacity, the guidance for the development of the trans-European transport network and the technical specifications for interoperability relating to telematics. The present call covers the eligibility period 2025-2027 (Phase 3) and continue the activities of Phase 1 and 2 and which covered the period 2021-2024. |
