In January 2009, the Colombian company Tecnologica Intercontinental (Ticsa) was awarded the 20-year contract to build and operate the wastewater treatment plant named PTAR Celaya (Celaya, state of Guanajuato). The treatment plant was set to have a capacity of 750 liters/second (64.8 m3/day), benefiting 340,000 people. In December 2008, the sponsor had established the special purpose company Ecosistema de Celaya S.A. de C.V. to lead the project. Detailed information on the project award process led by the state government was not available. The 20-year contract was signed in May 2011. The investment was estimated at US$ 22.5 million (Pesos 295.9 million), of which 70% was funded by the Federal government. Construction works commenced in June 2011 and were concluded in March 2014. In May 2013, the Colombian company EPM acquired 80% of Ticsa's shares for US$ 113 million. The remaining 20% of the shares were held by the Mexican family Primelles.
