The objective of the Emergency Basic Education Support Project for Central African Republic is to improve access to quality basic education and strengthen capacity in education sector management. There are four components to the project, the first component being increasing access through school infrastructure development. Component one aims to increase access to quality basic education through extension and rehabilitation of classrooms, and the provision of other school‐level infrastructure such as toilets, water, and sports and classroom goods. The prolonged periods of conflict and violence in Central African Republic have weakened the adequacy of school infrastructure because many school facilities need rehabilitation works as they were looted and destroyed. The existing classrooms are not sufficient to accommodate bothin‐school and out‐of‐school children given the existing facilities are highly overcrowded. The second component is the enhancing teaching effectiveness and support alternative education programs. This component includes two subcomponents: enhancing teaching effectiveness, and support alternative education. The third component is the capacity building to strengthen service delivery. The successive crises have severely weakened the service delivery system. As a result, the sector has been operating with limited coordination between the different levels of service delivery units and with very limited support from the national to the subnational levels. Additionally, MEPSTA has limited capacity in project management. As such, the project will support MEPSTA under the following subcomponents: (a) capacity building of key units of service delivery and (b) project implementation. This component includes subcomponents: capacity building in sector management, project implementation, and contingencies. Finally, the fourth component is the contingency emergency response. This component aims to provide an immediate response in the event of an eligible crisis or emergency or cross‐sectoral interventions given the country context. The reassignment of the project fund to this component including the amount will be determined at the time of eligible crisis or appearance or cross‐sectoral interventions.
