Description

Description

The Central America Integration System for a Regional HIV/AIDS Project development objective is to provide knowledge, and tools to decision makers in all countries in the region, to manage and control HIV/AIDS, and other opportunistic infections. Component 1 - Regional Laboratory and contingencies, will support the establishment of a regional laboratory to implement highly-specialized functions, as a single regional institution. These functions include: a) acting as a regional reference diagnostic; b) becoming a specialized regional training center on HIV/AIDS related technologies for laboratory workers; c) developing information systems for laboratories specialized in HIV/AIDS tests; d) carrying out specialized research on technologies for testing HIV/AIDS viruses; e) becoming the regional center for quality control of HIV/AIDS national laboratories; and f) assessing and transferring technologies to national laboratories. Component 2 - Epidemiological Surveillance - will support the implementation of a regional second-generation epidemiological surveillance system, to enable improved characterization of the nature of the HIV/AIDS epidemic in Central America. The system will include an integrated information system with country information, and, will disseminate information throughout the region, periodic HIV surveillance in high-risk groups, behavioral risk factor surveillance, and a training program. Data would be disaggregated, at least, by age, gender, and ethnicity, and as possible, by population mobility. Component 3 - Strengthening the Regional Response Capacity will increase the harmonization of legal and institutional frameworks needed to scale-up strategic interventions, in response to the HIV/AIDS epidemic. It will also strengthen leadership and political commitment leading to a Regional Action Plan with common policies and strategies, addressing the epidemic in a coordinated way. This component will support shared best practices on prevention and comprehensive care, including desk reviews, and workshops at the regional level with health and non-health institutions, and civil society representatives, to examine the HIVIAIDS legal framework for civil rights, integrated treatment access, and drug and lab supplies regulations. Component 4 - Prevention in Mobile Populations - will focus on the particularly vulnerable to HIV/AIDS, i.e., mobile populations, considered to be a key factor in the epidemic's spread. Prevention programs focusing on these populations are still few, and work at a small scale. The main actions are: a) strengthening coordination across sectors, both at the country and regional levels, organizing periodic meetings and workshops of key actors and agencies; (b) providing continuity to successful prevention subprojects, and supporting the development of new preventive interventions, through a competitive process among sponsors, mainly nongovernmental organizations (NGOs) or a group of NGOs working in more than one country; and, c) strengthening human resources capacity involved in the sector, through the provision of training programs. Finally, Component 5 - Project Management will support project administration, structure and practices. Moreover, it will finance computer and office equipment, and furniture, and, technical assistance of long-term technical consultants in the Project Coordination Unit.
