The Confederation of European Probation (CEP) is a European network organization that promotes the development of probation services and community sanctions as an alternative to imprisonment. It supports professionals and organizations involved in probation, rehabilitation, and criminal justice by facilitating knowledge exchange, training, and best practices across Europe. CEP advocates for effective, humane, and evidence-based probation policies to improve reintegration and reduce reoffending. It believes that a society built on the principles of social inclusion provides the best protection for communities from the harm and distress caused by crime. The scope of CEP activities covers network, training, awareness-raising, analytical, communication and dissemination activities, research and data collection, mutual learning and sharing of good practices all with a strong emphasis on creating a multiplier effect. In its work programme CEP addresses the topics in line with the EU priorities: FDs 829&947 inc. through strengthening cooperation between competent authorities, alternatives to (pre-trial) detention; activities relating to the use of digital tools, including AI and videoconferencing tools; violent extremism and rehabilitation of VE offenders post-release; mental health; gender-based violence; education and training; juveniles and young adult offenders; research; volunteers; assessment; foreign nationals; caseload/workload; communication and awareness-raising, and other topics relevant to support the professionalization in probation. A work programme comprising of f2f/hybrid activities (conferences, workshops, expert meetings), online activities (webinars, meetings for specific audiences, e.g. Directors General and senior managers), all communication channels inc. website, newsletter, social media and YouTube are developed to support the work of probation organisations across Europe and provide base for their further development.
