Chad - Public Finance Reform Support Programme

The Public Finance Reform Support Programme (PARFIP) is a general budget support operation in favour of the Republic of Chad for UA 13.365 million, to be disbursed in a single tranche. The programme is the African Development Bank Group's contribution to the combined efforts of donors through special financial support aimed at assisting Chad in its efforts to address the dual shock - security and fiscal (terrorist threat in the sub-region and drop in oil prices) it currently faces. It aims to help promote public finance management efficiency and transparency in Chad through the following two complementary components: (i) improvement of domestic resource mobilization; and (ii) enhancement of public expenditure efficiency and transparency. The duration of the program has been estimated at 12 months (December 2015- November 2016). Along with the other budget support operations (WB and EU), PARFIP should contribute to the effective stabilization of the macroeconomic framework, increase fiscal revenue mobilization in order to expand Government's fiscal space and build its capacity to finance its development agenda in the critical areas of social development, infrastructure and rural development.
