The development objective of the Rural Mobility and Connectivity Project for Chad is to improve and sustain access by rural populations to markets and basic social services in the project area. The project comprises of four components. The first component, rural roads rehabilitation and maintenance works consists of following sub-components: (i) rural roads rehabilitation works; (ii) community-based rural roads maintenance; (iii) studies and financing of intermediate means of transport; and (iv) prevention, monitoring, and mitigation of sexual exploitation and abuse (SEA) and gender-based violence (GBV). The second component, institutional capacity building and facilities improvements consists of following sub-components: (i) operationalization of the national rural transport strategy; (ii) road safety; and (iii) improvement of community facilities and support for women's livelihoods. The third component, operational support consists of following sub-components: (i) project management; and (ii) compensation in case of involuntary resettlement. The fourth component, immediate response mechanism - contingent emergency response will draw from the uncommitted credits resources under the project from other project components to cover emergency response.
