Description
Description | The aim of the project is to ensure compliance of selected aspects of the Polish EU-SILC survey with the requirements resulting from Regulation of the European Parliament and the Council 2019/1700, as well as its executive acts and methodological guidelines for EU-SILC implementing those requirements. Moreover, the work will be a mean to ensure improvement in quality of income and living conditions statistics transferred to Eurostat, primarily when it comes to accuracy, but some additional benefits in terms of timeliness and respondent burden will be also possible. The project refers to Objective 5 of the call for proposals: EU-SILC data collection, survey vehicle and sampling frame, imputation and weighting, imputation and implementation of new flags (modality codes) in the EU-SILC data collection, as well as statistical processing and transmission to Eurostat. Tasks are split into two parts concerning (1) weighting (estimation) and (2) improving imputation and flagging. The actions planned in the part (1): • Development of a new algorithm for calibrating the estimation weights using administrative data from tax registers; • Testing the proposed solution on selected historical data from the survey; • Analysis of the impact of the new weights calibration method on the obtained estimates of basic indicators. The actions planned in the part (2): • Development of reliable imputation methods (new and modified), taking into account the new requirements for meta-information reporting on imputation and methodological needs (deductive imputation, gross-net conversion); • Implementation of new algorithms for imputation, calculating EU target variables and flags; • Empirical assessment on historical data and comparison with the approach used so far. In both parts conclusions and recommendations will be prepared and the new methods will be incorporated in the regular production if appropriate, depending on the results obtained. |
