The project was procured via direct negotiation. Salcon established a project company, Shandong Changle Salcon Co. Ltd. to operate the facility for 45 years before transferring it back to the local government. The total investment was RMB 100 million (US$ 14.31 million) and Salcon owns 75% of the project. |
