Description | In March of 1999, Sino-French Holdings was awarded a 30-year BOT contract for the construction, ownership and operation of the 100,000 cubic meters per day Changtu Water Plant in Liaoning Province. The project included the responsibility for the production and sale of treated water in Changtu county, which consisted of around 200,000 people. To implement the contract, Changtu Sino French Water Supply Company Ltd. was created as the project company which was owned by Sino-French (70%) and the state-owned Changtu County Water Supply Company (30%). Sino-French, in turn, was a 50/50 joint venture between Suez water subsidiary Ondeo and New World Infrastructure of Hong Kong. Wholly-owned Suez subsidiary Degrement handled the construction. The total investment in the plant was estimated at US$11.6 million. The contracts, signed by the Sino-French Holding venture, include the financing, design and construction of water production plants for the cities of Wanzhou and Changtu. The plants will supply water for 500,000 and 200,000 people respectively. Investment will total $35 million, with a first phase of building to be completed at the beginning of 2001 for Wangzhu and the second half of 2001 for Changtu. Wholly-owned Suez subsidiary Degrement will handle the construction. When completed, capacity will total 200,000 cubic meters for Wangzhu and 100,000 cubic meters for Changtu. |
