Description | The Chapada dos Guimarães National Park is a Federal Conservation Unit created in 1989 with a total area of approximately 33,000 hectares. The delimited polygon reaches lands in the municipalities of Chapada dos Guimarães and Cuiabá, with 61.2% of its area located in the latter. It is the only Federal Conservation Unit located in the Chapada area of the State of Mato Grosso. The National Park is located in the Upper Paraguay Hydrographic Basin (BAP), which has a relief marked by significant contrasts between the low and periodically floodable lands, plains of the Pantanal Matogrossense, and the surrounding lands, which are not floodable, individualized by plateaus, mountains and depressions. Through CPPI Resolution No. 257, of October 24, 2022, the privatization of the Chapada dos Guimarães National Park, in the state of Mato Grosso, was approved, in the form of a common concession, in the state of Mato Grosso, whose object of concession is the provision of public services to support visitation, revitalization, modernization, operation and maintenance of tourist services in the National Park. The Plenary of the Federal Court of Auditors (TCU) approved, on September 29, 2022, the continuity of the concession process for the Chapada dos Guimarães National Park. The approval of the Court of Auditors strengthens the legal certainty and transparency of the process, in addition to allowing progress to the stages of publishing the notice and holding the auction. On October 26, 2022, the Notice for the contracting of a Concession was published for the provision of public services to support visitation, revitalization, modernization, operation and maintenance of tourist services in the Chapada dos Guimarães National Park, including the funding of conservation actions support for conservation, protection and management. The bidding process was carried out with the submission of proposals on December 12th and auction on December 22nd, 2022, with the winning bid being from Parques Fundo de Investimento em Participações (FIP) in Infrastructure, managed by Banco Daycoval S.A.. The fund presented a proposal of R$1.009 million, 9% higher than the minimum value of R$925,809.42 defined in the notice. TCU Ruling No. 1363/2023, of July 5, 2023, determined ICMBio to, within 15 days, correct item 13.10 and republish the notice. Through TCU Ruling No. 1726/2023- Plenary, the Court extended for 15 days, from August 23, 2023, the deadline for complying with the determinations contained in subitem 9.2 of Ruling 1.363/2023-TCU-Plenary. ICMBio republished a Notice for the concession of the provision of public services in the Park, according to Competition Bidding Notice No. 1/2023, published in Section 3 of the Official Federal Gazette (DOU) of August 18, 2023. However, on August 15 December 2023, ICMBio published Competition Revocation Notice No. 1/2023 in the DOU. According to the Bidding Notice published in the DOU, edition of December 18, 2023, the delivery of proposals is scheduled for 01/29/2024 at 9:00 am, at B3 Headquarters, R. Xv de Novembro, 275 – Historic Center of São Paulo – Sao Paulo-SP. Access the bidding notice for Competition No. 003/2023 published on the ICMBio website. In the auction held on February 2, 2024, referring to Competition No. 003/2023, Parques Fundo de Investimento em Participações em Infraestrutura (Parques FIP) won the bid with a bid of R$ 926,000.00 (0.02% premium ). Resolutions and Decrees: Resolution No. 157, of December 2, 2020 – Opines for the qualification under the Investment Partnership Program – PPI and for the inclusion in the National Privatization Program – PND of the conservation units Floresta Nacional de Brasília, Parque Nacional da Serra dos Órgãos, Chapada dos Guimarães National Park, Ubajara National Park, Serra da Bocaina National Park, Serra da Capivara National Park, Serra da Bodoquena National Park, Jaú National Park and Anavilhanas National Park, for concession purposes to provide public services to support visitation, with provision for funding actions to support the conservation, protection and management of the aforementioned units. Decree No. 10,673, of April 13, 2021 – Provides for the qualification of conservation units in the Investment Partnership Program of the Presidency of the Republic and their inclusion in the National Privatization Program. CPPI Resolution No. 257, of October 24, 2022 – Approves, on an ad referendum basis, the operational modality and conditions applicable to the privatization of the Chapada dos Guimarães National Park, in the state of Mato Grosso. CPPI Resolution No. 259, of December 6, 2022 – Approves CPPI Resolution No. 257, of October 24, 2022, of the Investment Partnership Program Council. CPPI Resolution No. 293, of November 22, 2023 – Opinions for maintaining the qualification of conservation units only within the scope of the Investment Partnership Program of the Presidency of the Republic. Decree No. 11,912, of February 6, 2024 – Provides for the maintenance and revocation of the qualification of conservation units within the scope of the Investment Partnership Program and the exclusion of conservation units from the National Privatization Program. |
