Chapman's Peak Drive

In May 2003, a 30-year concession agreement was signed between South Africa’s Western Cape government and the black empowerment consortium Capstone. The consortium, who in late 2003 changed their name to Entabeni Limited, will design, build, finance, operate, and rehabilitate Chapman’s Peak Drive. The road is renowned for its scenic drive and also for its dangerous surroundings – the road was previously closed after falling rock killed travelers. Entabeni Limited comprises Concor (55 percent), Haw and Inglis (15 percent), Thebe Travel Investments (20 percent), and Marib (10 percent). The consortium has agreed to construct, using Swiss technology - catch fences, canopies, shields and other protection from falling rock. In addition, the consortium was responsible for building two toll booths. The total distance of the toll road is 9.5 kilometers. Between 2003 and 2009, the toll road's project has only been opened intermittently. In 2009, after many road closures, the governement announced it was envisaging of reneotiating or cancelling the contract. Investment per kilometer is very high but due to elaborate technology needed to prevent further disasters with falling rock and land slides.
