In early 2000, Enron acquired a 51% stake in the project company which owns a coal-fired cogeneration plant in Chengdu. Enron paid US$ 56.5 million for its equity investment. Additional investment of US$277 million was directed to the project to convert the existing coal-fired plant into a natural-gas fired unit. The 142 MW first phase of this project started operating in Oct. 1999, while works on the second phase were scheduled to start in 2000 (financial closure for the second phase was achieved in Oct. 2000). Electricity of the plant is sold to the Sichuan province power grid and Chengdu's industrial users. In December of 2002, the private Linfeng Group signed an agreement with Enron to purchase its 51 percent stake for US$50 million. Two firms under the Linfeng Group, the Chengdu Linfeng High-tech Industrial Investment Co. Ltd. and the Hong Kong China Group Enterprise Co.
