Hidrochicapa is owned by Alrosa (55%) and state owned energy Empresa Nacional de Energia (45%). Alrosa funded the US$ 45 million project cost with through the loans acquired from Russian Vneshtorbank. The hydro plant was designed to have four generating units and was to be completed in 2006. The electricity to be generated by the plant would be sold to diamond mine Catoca and to the inhabitants of Saurimo, located in the north eastern province of Lunda Sul.
