Description | Opportunity The Chief Peguis Trail (formerly the Kildonan Corridor) was intended to form part of the City of Winnipeg’s Ring Route. The first segment of the trail was built between Main Street and Henderson Highway in 1990 and served approximately 25,000 vehicles per day. Consistent with Winnipeg’s long-term policy plan—Plan Winnipeg 2020 Vision—City Council approved the plan to move forward with expansion of the trail in 2008 based on a P3 model with a 30-year maintenance period. Innovations The Chief Peguis Trail Extension Project is one of the first projects in the country to receive funding approval from PPP Canada. It obtained funding for 25 per cent of eligible costs up to a maximum of $25 million. “Bundling” the design, construction and maintenance roles into one contract with one private sector partner generated efficiencies including: reduced design coordination issues; incentives to design an efficient roadway with optimal lifecycle performance; and clear accountability for the long-term condition of assets. The City defined performance standards for the maintenance of the roadway and if these standards are not met the City is entitled to deduct amounts from the scheduled service payments to the private sector, providing the partner with incentives to meet service standards. Results The Chief Peguis Trail Extension, which at all project points remained publicly owned infrastructure, was completed in December 2011—on-budget and one-year ahead of schedule. The extension is just over 3.5 kilometres long and serves an additional 23,000 vehicles per day. The expansion resulted in improved traffic flow and reduced congestion—achieving social and environmental benefits through time and fuel savings (reduced emissions). The project promotes the use of public transit and a new multi-use pedestrian and cyclist path promotes active transit. “This is a great day for Winnipeg.
