International Investment Construction and Trading JSC, a local developer, was planning the development of the 48 MW Chiem Hoa hydropower plant, as an independent power producer, located at Ngoc Hoi, Chiem Hoa dristrict, Tuyen Quang. The project was to comprise of 3 turbines, run-of-river. Construction started in October 2009, and was expected to be completed in October 2012. The plant was designed by Guangxi Electric Power Industry Investigation Design and Research Institute, from China. The project was also supplied by Chinese equipment. Total cost was estimated at VND1,700 billion (US$82 million). No further information about financing was available. The financial clsoure date was reported as July 2010, or 25% of construction period. The remaining two turbines were to be commissioned in October 2012. The project applied for UNFCCC CDM funding, and the credits were bought by Swiss-based Vitol. August 2012: it was reported that the first turbine of the project became operational on July 9th 2012.
