The individual components of the China Climate and Energy Program were intended to lead to the reduction of specific CO2 emissions and other greenhouse gases with replicable model and demonstration projects and thus make a contribution to combating global climate change. The open program was intended to support measures in the areas of energy, wastewater/waste disposal, transport and resource protection that are closely related to climate-relevant emissions. The relatively high volume of the overall program was intended to underline the particular importance of climate protection for cooperation with the anchor countries newly defined at the time of the review. The first sub-component of the program, a waste incineration plant in Hefei, was intended to contribute to orderly waste management, and thus to environmental and climate protection, in the greater Hefei area. The project included the construction of an incineration plant for domestic and commercial waste with a total capacity of 2,000 t/d. This first sub-component was completed. The second sub-component of the program was a plant for sorting plastic waste and producing secondary plastic in Guangdong Province in southern China. The loan agreements for the plastic recycling project were concluded at the end of 2016. The integrated joint financing consisted of EUR 14.0 million in KfW funds and EUR 6.0 million in budget funds. However, the loan agreements for the plastic recycling component in Guangdong Province were terminated by the Chinese Ministry of Finance (MoF) before construction began.
