The objectives of the Tongbai Pumped Storage Project, are to increase capacity, to further improve power load capability, and quality in the Zhejiang, and East China power systems, and, to improve the operational and investment efficiency in power generation, by implementing competitive generation markets in the Zhejiang Province. These objectives will be supported by the following components: 1) The development of the Tongbai pumped storage power plant, based on an existing upper reservoir, will consist of a new lower reservoir, impounded by a dam, with connecting tunnels, and an underground powerhouse. An environmental management plan will be implemented, as will a resettlement action plan to protect the affected population. In addition, the component includes consulting services, for engineering, design, procurement, and construction management assistance. 2) The transmission reinforcement comprises erection of twin transmission lines connecting the Tongbai plant to a 500 kv grid, and construction of substations. Existing substation lines will be expanded, and telecommunication equipment will be supplied, covering customer service centers. 3) A competitive program for power market development, and sector restructuring will be implemented.
