Chiwan port is managed by the China Nanshan Development (Group) Co., Ltd. There are 2 container terminal operators, Shenzhen Chiwan Harbour Container Co. (a subsidiary of China Nanshan Development Co., Ltd.) and Shenzhen Kaifeng Container Terminal Co., Ltd. (a Sino-foreign company that became operational in January 1994). Chiwan Wharf Holdings, which holds 50% of the project, was listed on the Shenzhen Stock Exchange. The projects sponsors used the proceeds of a B-share issue on the Shenzhen Stock Exchange to construct grain warehouses, new berths and other facilities. Merger talks were also underway with Shekou, where China Merchants Holding (a state-owned enterprise that controls China Nanshan Development Co) had become involved in an effort to reach a critical mass to attract cargo from the competing Yantian Port.
