The project involves the investment, financing, construction, operation and maintenance of a transport infrastructure in Hongyan Village, Chongqing Province of China. The construction scope of the project includes a bridge from the middle section of the Jialing River Bridge to the Wutaishan Intersection of Hongyan Village, the three lines of the expressway (the Hongling Village Jialing River Bridge and Hongyan Village Interchange) and the southern section (Hongyan Village Tunnel to Wutai Mountain). It also includes a mountain tunnel and two overpasses. The main line is 6 lanes in both directions. The designed speed is 80 KM/h and the total length is 4.95 KM. The project SPV is called Chongqing Huarong Tianze Infrastructure Development Co., Ltd and owned by 5 sponsors: state-owned Chongqing Urban Construction Investment (Group) Co., Ltd with 5% stake, Huarong Tianze Investment Co., Ltd with 6% stake, China Construction Eighth Engineering Bureau Co., Ltd with 2% stake, China Construction Sixth Engineering Bureau Co., Ltd with 2 % stake and Beijing Huarong Dingzhi Investment Partnership (Limited Partnership) with 85% stake. The project cost amounts to CNY 5,930,660,000 or $ 886.45 million. The project is structured under BOT model for a concession period of 14 years which includes a 4-year construction period. The return mechanism is government payment in the form of "shadow toll".
