As a city directly under the government, Chongqing is an independent administrative unit with more than 30 million inhabitants. The administrative urban area of Chongqing extends over an area of over 82,000 km², which is roughly the same as the land area of Austria. Around 2% of this is part of the core city with a high building density and 98% is part of areas with a predominantly rural settlement structure. Chongqing is the centre of a highly industrialised region, the administrative area of the city of Chongqing has extensive gas and coal deposits, and other mineral resources are also of great importance. Chongqing's economy is experiencing stable, high growth, the standard of living of the population and household consumption expenditure are growing rapidly. Central industries on a continuous growth path are the manufacturing sector with automobile production and the electronics industry, as well as the chemical industry and coal mining. The school and training system is well developed and also attracts pupils and students from other provinces. As part of this project, four vocational schools are to be equipped with additional teaching materials and teachers are to be trained. The schools were each founded in the early 1960s and expanded significantly around the year 2000. Three of the schools involved are ready to use the new teaching equipment immediately: the Industry Polytechnic College, the College of Electronic Engineering and the Institute of Engineering. The fourth school, the Chemical Industry Vocational College, has started building a new campus further away from the city center and plans to have the new equipment up and running by May 2015 at the latest so that teaching can begin. 95% of the loan will be used to finance practical vocational school equipment and 5% to finance training measures for vocational school teachers. The total investment volume amounts to around EUR 21.1 million, of which EUR 16.0 million will be financed from a Financial Cooperation (FC) loan.
