Description | Colben Energy Holdings, an IPP from Vietnam, was planning the development of the 29.7MW Chu Linh and 11MW Coc San hydropower plants, on the Ngoi Dum Stream, Lao Cai province; and ,Sa Par commune, Trung Chai commune, Sa Pa district. Total capacity was 40.7MW. The project was expected to generate 134.2 GWh and 44.3 GWh annually, to be supplied to the national grid. Commissioning of the Coc San was expected in 2012. For Chu Linh commissioning was expected in 2014. Chu Linh was expected to consist of 2 PELTON turbines of 5.79MW each, 46% load factor. Coc San was expected to consist of 3 PELTON turbines of 10.53MW, 52% load factor. Lifespan was 30 years. Feasibility study was finished in August 2008. The investment certificate was received in September 2009. Electricity tariff was expected to be $0.039 per kWh. Financial close was reached in September 2010 with the Vietnam Development Bank. The debt equity ratio was 70/30. WACC was 15.4%. Total investment was VND 866,823 million ($41.6 million) for both plants, VND 788,580 million for Coc San, VND 456,367 million for Chu Linh. The project applied for UNFCCC/CDM financing.
