The project entails the rehabilitation of Ruta 9 and Ruta 15 national highways and a new connecting road between them. The planned capacity is 192 km. A consortium of 2 local construction companies- Hernández & González and Traxpalco was awarded a 20-year DBFOM concession for the stretch. Construction is expected to take 4 years, after which the concessionaire will be responsible for O&M. With a total cost during its construction phase of $ 130 million the project will be financed with capital contributions from shareholders and senior debt totaling $ 71.5 million. Equity investment stands at $ 58.5 million, split equaly between the partners. Debt providers are CAF ($ 6.5 million) and the Financial Trust Fund for Infrastructure Debt in Uruguay - CAF II ($ 65 million). Debt to equity ratio is 55:45.
