Improve water quality for stormwater discharge by replacing aged infrastructure and adding water quality treatment projects to improve water quality prior to discharge into the Gulf of Mexico. The city is concerned about the effects of elevated bacteria that impact the beaches and algal blooms that occur when colonies of algae grow out of control while producing toxic or harmful effects on people, fish, shellfish, marine mammals, and birds.
