Description

In 1997 the Municipality of Juarez, Mexico, awarded a 13 year build, own and transfer contract for two water sewage plants to French company Degremont. The project had three main components: • The construction of two wastewater treatment plants (North and South) designed to treat 79.8 million gallons per day (mgd); 57 mgd in the North plant and 22.8 mgd in the South plant. • The installation of 36 miles of collectors and sewer lines and a pump to convey wastewater to the plants. • Rehabilitation and replacement of collectors and municipal sewer lines located in the central, eastern and western areas of the city, which entailed installing 35.7 miles of sewer lines, constructing four collectors (4.5 miles of pipe), and replacing seven collectors (8.56 miles of pipe). Degremont was part of French group Ondeo, later renamed Suez. Total costs for the project were estimated to exceed $30 million. Financial closure was reached in September 1997 with the support of the help of the U.S. Environmental Protection Agency, who provided a construction grant of $12 million administered through the North American Development Bank. Mexico's National Water Commission also provided an $11.1 million grant, and Degremont contributed with $6 million. Degremont annual report from 2011 mentions a Treatment plant in Ciudad Juarez extended for another 15 years. There are also articles talking about an expansion. However, according to Global Water Intelligence it is concluded. No evidence in Degremont website, only mentions 10 sucessful projects.
