Description

The Program is a Multiphase Programmatic Approach (MPA) to strengthen domestic resource mobilization (DRM) in West and Central Africa (AFW).In Cote d’Ivoire, the operation supports increased domestic resource mobilization through reduced forgone tax revenue and increased tax productivity and voluntary compliance. This operation, building on the achievements of the Enhancing Government Effectiveness for Improved Public Services (P164302), supports greater efficiency in domestic resource mobilization to create fiscal space to fund service delivery and interventions to improve public expenditure management efficiency in selected areas. The three components include (i) Enhance tax policy with equity, (ii) Strengthen tax and customs administration, and (iii) Improve expenditures efficiency and voluntary compliance.To support the implementation of the Program, an Investment Project Financing (IPF) component will ensure effective change management, proper verification of DLIs, capacity building, and technical assistance (TA) to project stakeholders, as well as monitoring and evaluation, project management and coordination. Required technical experts will be provided under the TA, in particularly demanding domains to ensure well-designed inputs and quality assurance. Details of the IPF component will be elaborated after further consultation.
