Description | Phase 2 of the MPA scales-up activities initiated under Phase 1 to increase effective access to quality health, nutrition and ECD services through a consolidated Social Health Protection system. Phase 2 will continue supporting the mass CMU enrollment campaign, production and distribution of CMU cards and structural mechanisms to collect CMU premiums. A critical focus of phase 2 will be to integrate all public and non-profit private health providers into the CMU network, and enhance the quality of health services and drugs provided through the CMU. Phase 2 will also prioritize interventions to harmonize and integrate different financing reforms (CMU, PBF, and other FHS) to consolidate the SHP system under a unified health financing architecture. The program will modify interventions to align with the epidemiological and demographic transition, prioritizing the needs of adolescent girls. The community nutrition and ECD interventions will be expanded from 16 regions under Phase 1 to an additional 4 regions through an institutionalized and sustainable model. To strengthen pandemic preparedness, the program will support the development of a shock response mechanism against future pandemics through the CMU and RSTI, and strengthen the operationalization of the One Health Approach, to better prevent, detect, and control zoonotic diseases with pandemic potential.The Investment Project Financing (IPF) component will enable the Government to conduct targeted technical assistance (TA) and procure essential consultants to ensure well-designed inputs and quality assurance. This TA will support Program Monitoring and Evaluation, and the hiring of an independent verification agent (IVA) to verify the achievements of the Program's DLIs. The support will focus on the National Health Insurance Fund, the General Direction of the CMU (including the Health Economics Department), the program PCU, the planning functions at the Ministry of Health (especially the Directorate for Planning and Prospective), and capacity building for implementing the law on hospital autonomy. |
