Clearwater Municipal Utility Feasibility Study

Clearwater officials allocated $500,000 in August 2024 to study the feasibility of establishing a municipal utility to serve approximately 120,000 residents and businesses. The study, conducted by Concentric Energy Advisors, estimated the cost to seize Duke Energy Florida's assets and launch a municipal utility would be over $1 billion, with costs increasing over time. The study includes analysis of infrastructure replacement, administrative and operational staffing, and other startup expenses, but does not include certain costs like stranded assets or rate comparisons, which are expected in the city's feasibility study.
