Climate adaptation measures in Beira

The FC project contributes to improving the resilience of the city of Beira against the negative consequences of climate change (development policy objective) by protecting the predominantly poor residential population of Beira's inner city and the formal and informal businesses located there from flood risks, especially during heavy rain events and storm surges (module objective). This simultaneously serves to reduce health risks and to secure and create jobs (secondary objectives). By rehabilitating the tidal flow and building a controlled outlet (barrier) at the river mouth, the natural drainage function of the Chiveve has been improved and the water absorption capacity of the river basin has been increased. Accompanying training and measures for institutional development have also strengthened the capacity of the city of Beira to operate and maintain the drainage system. Dredging work in the fishing port basin has created additional jobs, as tide-independent/continuous operation can now be guaranteed. The target group of the project lives in the hydrological catchment area of the Chiveve River. This area includes parts of formal urban districts as well as the informal settlement of Goto. German FC contributed EUR 13.0 million to the total costs of around EUR 15.8 million. Mozambique's own contribution included all taxes and duties, the costs of the initial, limited resettlement and the costs of operating and maintaining the infrastructure. By reducing the exposure of the poor residential population and businesses to extreme flood risks, the project contributed directly to Mozambique's strategic climate resilience program (2011). Other development cooperation measures had a complementary effect. The rehabilitation and expansion of the main drainage canals in the city of Beira is being supported to a substantial extent by the World Bank as part of the Cities and Climate Change Project (CCCP). The municipal development programme (PRODEM), financed by Denmark, Switzerland, Ireland and Sweden, built on the municipal development programme (PDA) that ended in 2014 and improved the management capacities of the city of Beira in the areas of waste management, citizen participation, financial management and climate resilience. As part of a development worker mission, GIZ supported the local population in the informal settlement of Goto with waste management through the local NGO ADEG (part of the TC decentralisation project). In addition, in close cooperation with the TC climate change adaptation project, the existing drainage channels in Goto were completely reinforced by installing channel segments made of reinforced concrete.
