ContextIn recent years, Brazil has taken a series of proactive steps to develop and implement its comprehensive national climate policy. This policy framework is to be implemented using various key instruments: Brazil’s National Plan on Climate Change, sector plans for reducing and adapting to climate change, the National Adaptation Plan on climate change, a national climate change fund, fiscal measures, and financial and economic instruments for reducing the effects of climate change. In addition, the country presented ambitious national climate targets at the 2016 Conference of Parties to the UN Framework Convention on Climate Change in Paris.Brazil has already made significant progress in implementing its national climate policy in certain sectors, especially in reducing deforestation. Implementing targets in the remaining sectors is becoming increasingly important and requires data and technical knowledge about appropriate regulatory and financial instruments. The Brazilian Ministry of the Environment, in particular, must now assume a number of new responsibilities.ObjectiveBrazil implements selected areas of its national climate policy effectively.ApproachThe project provides the Brazilian Government with technical support and instruments to implement selected areas of its national climate policy effectively. The aim is to promote Brazil’s capacity to reduce its greenhouse gas emissions and to adapt to the effects of climate change. The project is being funded by the International Climate Initiative (IKI) launched by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB).The project assists Brazil’s Ministry of the Environment in coordinating its sector plans and in advising other ministries on developing and executing these plans. Additional tasks include implementing the national climate fund and drafting a national agenda for adapting to climate change, along with the related National Adaptation Plan.The project cooperates with Brazil’s Ministry of Finance to evaluate the regulatory implications of a national greenhouse gas reporting programme and the associated greenhouse gas emissions registry. The Brazilian registry comprises a comprehensive database that can present and track facility-based data using a monitoring, reporting and verification system (MRV). This registry can also provide the data necessary to take account of economic instruments designed to reduce greenhouse gas emissions.Successful implementation of the national climate policy will also directly contribute to enhancing social, economic and environmental development in Brazil. In addition, contributions made by the project are expected to have a multiplier effect at international level. Brazil may offer valuable experience from which similar processes in other developing countries and emerging economies can learn, especially in relation to coordinating sector plans, implementing climate funds, drafting national adaptation plans along with the related policy agendas, and developing emissions registries.
