The Third Programmatic Development Policy Loan (DPL) for Sustainable Development Project (SusDevDPL III) in Colombia. This DPL is the third in a series of three loans supporting the government's efforts to achieve the Millennium Development Goals (MDGs). It particularly supports Goal seven which seeks to ensure environmental sustainability, Target nine which aims to integrate the principles of sustainable development into country policies and programs, Target ten which aims to reduce the proportion of people without sustainable access to safe drinking water and sanitation, and Target eleven which aims to achieve a significant improvement in the lives of the urban poor. The first loan (SusDevDPL I),completed in FY06, focused on the initial steps of building a results-based framework for monitoring sustainable development goals, improving interinstitutional coordination mechanisms, and beginning preparation of critical decrees, while the second (SusDevDPL II),completed in FY08, focused on the development and passage of sustainable development policies. Annex two provides an overview of the achievements reached under the first and second operation. The SusDevDPL III continues efforts to prepare critical sustainable development policies, strengthen Sistema Nacional de Ambiente (SINA) agencies, and implement a system to monitor regional and national environmental performance.
