Description	The project aims to establish a pilot integrated coastal zone management system in four provinces (Ninh Binh, Nam Dinh, Thai Binh and Hai Phong) in the Red River estuary. In addition to a promotional loan of EUR 20 million, the project will also receive a grant from the EU (Asian Investment Facility; AIF) of EUR 10 million. While the promotional loan is primarily intended to finance infrastructure measures (including pre-dyke infrastructure, rehabilitation of dykes, sluice gates), the grant will be used not only to finance the implementation consultant but also to finance measures to improve the livelihoods of the local population, for example through income-generating measures, as well as the reforestation and rehabilitation of mangroves.
