In October 2016, a consortium made up by the Portuguese company Mota Engil and the Mexican companies Grupo Hycsa and Constructora y Promotora Malibran (Grupo Intra) was awarded the contract rehabilitate and operate the 167-km Coatzacoalcos-Villahermosa road between Veracruz and Tabasco. Besides the winning consortium, three others took part in the bidding process: La Peninsular Compania Constructora, Pavimentadora Vise and Operadora y Administradora Técnica; Consorcio Operadora 180 (Lucamax, Impulsora Internacional de Equipos, Logistica de Calidad en la Construccion y Comercio, Grupo Profezac, Mascons and Inercial Grupo Constructor); Omega Construcciones Industriales; and Promotora y Desarrolladora Mexicana de Infraestructura. The bidding criteria was the highest rating, considering technical and economic criteria. In particular, the winner was supposed to indicate the lowest cost to undertake the project. The winning bid was a value of US$ 244.9 million (Pesos 4.574 billion). The sponsor created the special purpose company APP Coatzacoalcos-Villahermosa S.A.P.I DE C.V. to lead the project. The 10-year contract was signed in November 2016, and the sponsor took over the operations in the same month.
