In December 2005, the Colombian company Tecnologica Intercontinental (Ticsa) was awarded the 20-year contract to build and operate the wastewater treatment plant named PTAR Colima (Colima, state of Colima). The bidding criteria was the lowest cost per m3 of treated wastewater, and three other bidders took part in the bidding process established by the state government: Hidrobiotecnologia, Servicios y Construcciones de la Laguna and Corporacion Hidroindustrial. In February 2006, the sponsor had established the special purpose company Ecosistemas de Colima S.A. de C.V. to lead the project. The treatment plant was initially established with 800 liters/second or 69.1 m3/day in capacity (Phase I), which was later increased to 1200 liters/second or 103.7 m3/day (Phase II). A total of 300,000 people benefited from the project. The first phase involved an investment of US$ 28.1 million (Pesos 305.2 million) and became operational in 2007. In May 2013, the Colombian company EPM acquired 80% of Ticsa's shares for US$ 113 million. The remaining 20% of the shares were held by the Mexican family Primelles.
