Description | Facts against Hate project aims at combatting racism, hate crime and intolerance by enhancing evidence-based policies at national, regional and locel level in three EU Member States. Specific objectives of the project are to improve reporting and monitoring of hate crime and hate incidents, to support effective implementation of strategy for preventive police work, to advance good relations and mutual trust at local level and to enhance victim support services at local level. Project activities include launch of OSCE/ODIHR's new online reporting platform in three EU Member States, followed by innovative information dissemination activities based on the analysis of the data. Victim support services will be linked with by NGOs involved with the data collection, facilitating a safe, low-threshold path to reporting of the cases to the police and victim support services. An important set of activities will be implemented in pilot localities to develop mechanisms to prevent racism, hate crime and intolerance by building trust between communities and local authorities. Mechanisms to be tested are e.g. local events, inter-institutional antenna network, community meetings and training activities. The work in pilot localities will be planned among others by using the data gathered by NGOs and by an online data crawler. Official monitoring of hate crime will be improved to close the gaps in the monitoring process, especially in the judicial system. Monitoring will be supported and enhanced by developing hate crime indicators and an indicator tool for public authorities. Facts against Hate project will be implemented by Finnish, Irish and Croatian public authorities and NGOs. European level mutual learning is an important part of the project and this is done within different topics of the project, e.g. shadow-reporting of hate crimes, preventive police work, artificial intelligence in work against hate speech. |
