Common Development of Volunteer Disaster Intervention Capability

Recently there has been a significant increase in risks and real disaster events worldwide, including the project target region. In view of the continuing threat posed by emergencies to socioeconomic development, there is a need to strengthen emergency preparedness and response, by creating new volunteer capacity in a form of a cross-border network and to share common guidelines and tools to face prevention and management challenges of natural and man-made disasters. The new regional disaster management methodology developed by the project comprises a minimum set of required priority interventions for each county in the programme area which will assist in establishing the necessary enabling environment and capacities to manage disaster risks. CODE VDIC aims to develop easily transferable capacity building methodologies and to set-up a transnational network to achieve the basis for the trans-border protocol of civil disaster management volunteer organizations to prevent, manage and monitor calamities. Also to create good practices and common procedures to be shared by all potential actors involved in the prevention of risks and management of disasters at macro-regional level. Through the joint methodology and the common tools elaborated with the contribution of all the actors involved, the project improves the capacity of reaction in cases of disasters and provides the possibility to cooperate also in case of unforeseen events that require common cross-border regional preparedness and interventions. The innovative character of the project is the application of a new risk assessment technology for cross-border disaster management capacity building. The main objective is to better secure the cross-border area. Specific objectives are to establish the "Carpathian Region Disaster Response and Mitigation Network"; to build and strengthen cross-border capacities and to raise awareness of the inhabitants towards the importance of preparedness and personal responsibility.
