Commune Council Development Project (Phase II)

Building on the already reviewed achievements andlessons from the Commune Council Development Project 2003-2006 (Loan 1953-CAM), the Project provides a second phase of support to local administrationin Cambodia. The Project has three components: a) Commune Council Facilities, which will enable about 235 more commune councils to build their own `Local Assembly' premises, enabling them to function, and to symbolize the permanent status of local democracy across the country, b) civil Registration System Development, to consolidate Cambodia's record achievement in collecting hard-copy civil registration records over 2003-2006 through creating a modern, computerized national civil registration system; and c) Capacity Development, to continue building the awareness, understanding and concept of public services, democratic rights and responsibilities.
