Description
Description | The objective of the Community Based Ecosystem Management Project is to restore some of the most fragile ecosystems, by enabling local communities to better fight desertification, rehabilitate degraded lands, and protect biodiversity. It will be fully integrated into the design, and implementation of the first phase of the Local Development Program Support Project - PROADEL, whose development objective is to reduce poverty, promote sustainable rural development, and establish a participatory, decentralized financing mechanism for community-driven development initiatives. The first component - financial support for community-based ecosystem management subprojects - will co-finance subprojects to support community-based ecosystem preservation, and natural resources management activities within the Global Environment Facility (GEF) Priority Zones. Eligibility will be restricted to activities requested by communities, within their Local Development Plans, and the ecosystem management schemes (under Component 2). Some of the activities likely to be eligible include, inter alia, the reforestation and rehabilitation of gallery forests, the development of grazing corridors, community co-management of protected areas, the introduction of agro-forestry techniques, the development of local drought management plans, bushfire awareness and control programs, and, pilots to demonstrate or disseminate more sustainable, alternative energy technologies and practices. The capacity building for integrated ecosystem management component, will pursue integrated ecosystem management priorities at larger scales, and prepare sustainable, long-term ecosystem management schemes in GEF priority zones, through the provision of technical and organizational assistance. This will include binding charters or conventions between riparian communities that codify their intent to cooperate, and co-manage fragile ecosystems in partnership with local government, traditional local authorities, and decentralized agents of the Ministry of Environment and Water (MEW), and, identifying subprojects that could be implemented at the community level. In addition, the component will support training activities to benefit communities, and technical service agencies on ecosystem management. The third component, - Support for an enabling environment for community-based ecosystem management - consists of analytical support to establish a sound legal and regulatory framework for community participation in environmental management, and joint management of protected areas. Subcomponents include institutional support, and sustainable financing to support the promotion of partnerships between communities, and external sources of financing outside of the GEF to sustain ecosystem management schemes. Finally, the Management and monitoring support component will support project management, monitoring and evaluation activities, and the monitoring of ecosystem management at the national level. |
