The Community Development Fund Project for Kosovo has the development objectives of improving the quality and availability of community infrastructure and services in poor and conflict-affected communities, and for vulnerable groups; and 2) supporting institutional capacity-building at the community and municipal level so as to improve the quality and sustainability of service-delivery and increase civic participation in local development. There are three project components. The first provides financing, on a grant basis, for small-scale projects identified as priorities by communities themselves, involving social infrastructure, economic infrastructure, and sanitation and environment; and social services targeting the needs of vulnerable groups, follow-up programs improving service delivery in health and hygiene education, training in cost recovery, operations and maintenance, and the establishment of parent-teacher associations; and initiatives improving the environment. The second component finances institutional capacity-building activities focused primarily on planning, operating, and managing investments and improving quality and availability of local service provision; increasing the professionalism and capacity of private contractors; and expanding links between communities and key partners. The third component finances project management and institution building.
