The Community Empowerment Project for Liberia will assist war-affected communities to restore infrastructure and services and to build their capacity for collective action. The project has the following three components: Component 1) will provide support to at least 100 communities to rebuild social capital and in parallel will fund demand-driven processes to restore social and economic infrastructure and services using community mobilization and collective action to select, implement, and maintain small-scale sub-projects. Component 2) will fund training programs for communities and other key stakeholders to enable them to play a lead role in the identification, design and implementation of community-based activities as a means of ensuring greater sustainability. Component 3) Activities will include: (a) monitoring and evaluation system which would gather data from the community, regional and central levels; (b) Information, Education and Communication (IEC) with a focus on remote communities as a means of building partnerships; (c) technical and management audits; (d) technical assistance for social and beneficiary assessments, financial and technical audits, community mobilization, and environmental studies; and (e) expenditures for the efficient operation of Liberia Agency for Community Empowerment (LACE).
