An integrated and participatory approach to planning, building and operating urban infrastructure contributes to violence prevention in Khayelitsha (Violence Prevention through Urban Upgrading - VPUU). The concept is based on three pillars: 1. the provision of suitable infrastructure contributes to violence prevention in an area (situational violence prevention); 2. strengthening NGOs and local district organizations during the project promotes self-help potential and a sense of community among the population (social violence prevention); 3. formalized standards for professional planning and for the operation and maintenance of infrastructure and the anchoring of the concept in the processes of the city and provincial administration (institutional violence prevention). The recipient and sponsor of the project is the City of Cape Town. It is implementing the measures with the support of a team of external consultants. The total cost of the project is estimated at around EUR 70 million (EUR 7.5 million FC grant Phase I; EUR 3.0 million FC grant Phase II and EUR 5.0 million FC grant Phase III, EUR 52.7 million South African own contributions from various sources and EUR 1.8 million from third-party FIFA funds). After creating the institutional and structural conditions for implementing the project in Phase I, significant results were achieved in Phase II, which will be consolidated in Phase III and extended to other urban settlement areas in Cape Town.
