The Community Works Project seeks to: a) alleviate small infrastructure bottlenecks by rehabilitating small, sustainable, social and economic infrastructure according to the development priorities of local governments and communities; and b) build the capacity of local communities and local governments to promote local economic development. The project consists of three components: 1) Infrastructure works will finance about 258 local infrastructure subprojects, which will include rehabilitation of roads, water supply schemes, markets, and buildings. 2) Local government and community capacity building will finance training that strengthens local capacity and complements the infrastructure improvements financed by the Albanian Development Fund (ADF). 3) Project implementation support will support the project's implementation through provision of ADF operation costs, technical assistance and staff training, and monitoring and evaluation.
