Description
Description | The World Bank’s 2020-2024 Country Partnership Framework for Comoros identifies building resilience, strengthening human capitaland fostering inclusive growth as core priorities. The CPF also prioritises empowering women to better leverage their existingprominent role within households and communities. This Project is designed to address these development needs. The Project is theWB’s first cross-sectoral investment in human development in Comoros. Taking a life-course approach, the Project will supportactivities that address critical bottlenecks in girls’ and women’s human capital development that either:• integrate and extendactivities within current operations in the health, education and social protection portfolios, if these would benefit fromcross-sectoral support (for example, scale-up of the nutritional intervention piloted by the Social Safety Net Project)• invest innew activities that need a cross-sectoral approach (for example, improving mothers and newborns’ health and development byincreasing breastfeeding rates). The Project comprises four components, summarized below. Component 1: Investing in girls’development from birth to early childhoodThis component will invest in the critical bottlenecks during the earliest years ofgirls’ development that are not, or only partially addressed by the WB’s current engagements, nor those of development partners. The planned sub-components are:• Improving mothers and newborns’ health and development by increasing breastfeedingrates• National scale-up of a nutritional intervention package• Improving readiness to learn through early childhoodstimulation.Component 2: Helping school-age and adolescent girls to achieve their full potentialAlthough Comorian girls havehigher rate of school attendance than boys, substantial numbers continue to drop out of primary and secondary school. Thiscomponent will address the drivers of non-attendance that are not addressed by the WB’s current engagements, nor those ofdevelopment partners. The planned sub-components are:• Creating a conducive environment for girls to stay in school• Improvingaccess to adolescent-friendly health services and equipping girls to make informed reproductive decisions• Promoting safe andconducive environments in support of women’s empowerment.Component 3: Supporting disadvantaged working-age women and mothers tosucceed in their livesAll activities from Components 1 and 2 will be offered and adapted to adult women. In addition, thiscomponent will mainly target disadvantaged households led by women aged between 19 and 35. It will support working-age women andmothers from these households through a cash transfer program coupled with tailored accompanying measures. The plannedsub-components are:• Encouraging and formalizing small-scale agricultural production by disadvantaged women. • Supportingmentorship, basic digital literacy, and vocational training to increase disadvantaged women’s human development and economicempowerment.• Enhancing disadvantaged women’s leadership capacity and role in their community:Component 4: Project management, monitoring, and evaluationThis component will support project implementation, providing overall administration of the project(including procurement and FM, including fiduciary assessments), as well as regular monitoring and evaluation (includingbeneficiary surveys), reporting of implementation, communication and beneficiary feedback activities. |
