Description | In 1990, Compagnie Ivoirienne d'Electricite (CIE) was granted 15 year concession (or “affermage”) contract to operate and manage Energie Electrique de la Cote d'Ivoire (EECI), Cote d’Ivoire national power utility. EECI was an integrated uitlities wich provided generation, transmission, and distribution services. CIE was the sole provider of transmission and distribution services. The company did not have monopoly in generation. The contract was set to expire in 2005 but it was renewed for 5 years. CIE was a joint venture, initially owned by the Societe Internationale de Service Public (SISP, 51%), Saur International (18%), EECI employees (5%) and local investors (26%). SISP was itself a joint venture between Saur International (65%) and Electricite de France (EDF, 35%), and at the time Saur was a jointly owned by the Bouygues Group (France) and EDF. As of 2005, CIE was owned by SISP (51%, wholly owned by Bouygues), Finagestion (3%, wholly owned by Bouygues), employees of EECI (5%), the Government of Cote d’Ivoire (15%) and local investors (26%). The investment commitments under the initial 15 year concession were estimated at US$39.6 million. In 2005, the government of Cote D’Ivoire also purchased a 15% stake in CIE from Bouygues for 6.75 million euros ($8.4 million), which gave the government the right to be present on the CIE Board of Directors. In 2005 CIE operated 1241 MW of installed generation capacity, the national transmission grid and 15,000km of distribution lines. The company supplied electricity to 9.5 million people in Cote d’Ivoire as well as exporting power to Benin, Togo, Mali and Ghana. In 2005, the contract was renewed for 15 years.
