The development objective of the Conditional Cash Transfers Project is to strengthen the effectiveness and efficiency of the Macedonia's social safety net through: (a) the introduction of conditional cash transfers; and (b) improvements in the administration, oversight, monitoring, and evaluation of social assistance transfers. There are three components to the project. The first component of the project is enhancing the human capital links to cash assistance. This component aims to support the implementation of a conditional cash transfer (CCT) program for poor families with children in secondary education. It will also support identification, development and implementation of possible extensions to the CCT model, in health, labor and/or other levels of education. The second component of the project is strengthening safety net administration. This component aims to strengthen the efficiency and effectiveness of the overall safety net including the CCT and other social assistance benefits through improved administration, service delivery, central and local capacity, and oversight. The third component of the project is project management, monitoring, and impact evaluation. This component aims to: (i) ensure effective administration and implementation of the World Bank (WB) financed project; (ii) develop and put in place an effective monitoring and impact evaluation system; and (iii) develop and implement a public awareness campaign.
